New rules would make job agencies hire instructors

Draft rules for employment agencies would require each agency to have one certified employment service instructor, Labour Affairs Bureau director Wong Chi Hong has said.

“There would be no limit to the fee that agencies could charge employers. And an agency could charge non-resident workers a fee of up to one month’s salary,” Mr Wong said.

The new rules would also double the maximum amount an employment agency can be fined for operating without a licence.
