Govt runs first central recruitment campaign to hire

The government’s newly devised central recruitment mechanism was put into practice as it announced the first selection exam to hire 52 senior technicians with a starting salary of MOP 28,380 (equivalent to 430 points in the public workers’ salary scale).
The Public Administration and Civil Service Bureau (SAFP) responsible for the new recruitment system published a newspaper advertisement yesterday announcing the start of the central examination procedures to secure new staff to fulfill human resources openings in different government departments.
Candidates have to file their application personally at the SAFP office in the Public Administration Building in Rua do Campo before April 2 in order to sit the selection exam to be held at a later date.
The central recruitment system was announced in 2011 as an alternative mechanism alongside the existing civil servant recruitment system that has been in place for more than 22 years and can, “No longer respond to the demands from public workers and sustainable development in the public administration,” according to the government. The new system promises to realize “uniform fairness” and “professionalism” in recruitment exams, with a view to, “Implement scientific and modern management of human resources in the public administration.”
The program’s goal is that by the end of 2013 or early 2014 public departments will not be able to launch their own recruitment exams. All recruitments will be done through the central system. Currently the mechanism is limited to the hiring of a ‘senior technician’ and ‘technical instructor’. Applicants for the senior post will have to be bachelor degree holders.
