2013-9-25 From:Macau Daily Times The number of tourist groups visiting Macau from the mainland is expected to drop by some 50 percent next month, after a new mainland tourism law takes effect on October 1, according to Max Lau, head of the Macau Travel Agency Association. Lau believes that the new law will steer tourists towards “rational consumption”. “Prices of tourist groups will increase according to the new law. Tourists will gradually find that what they paid in the past was not the real cost of the trip.” According to Lau, who is also a member of the Chinese People’s Political Consultative Conference (CPPCC), the new law targets mainland agencies. He explained that Macau’s tourist industry should cooperate. However, he estimated that it might take at least three months for the local industry to “digest” the information released in the new law. He said that during that period, the number of tourist groups might see a drop. As Lau estimated, the number of tourist groups in October may decrease by nearly 50 percent. Article 35 of the new tourism law prohibits China’s domestic travel agencies from “organizing tourism activities and luring tourists with unreasonably low prices, which is estimated to cause the previously under-market package rate to surge instantly.” Furthermore, Chinese travel agencies shall not “designate specific shopping places, or provide tourism services that require additional payment.” “Agencies need to adjust their products accordingly; some may need to transform to provide high-end services,” Mr. Lau has advised. Speaking as one of the organizers, Lau presented at the press conference of the first Macao International Travel Expo yesterday. Tse Heng Sai, Deputy Director of the Macau Government Tourist office (MGTO), who also presided over the conference, commented that a set period of time is needed in which to adapt. But she did not reveal how long this would take. “Since we put forth the goal of building an international tourism city, we aim to increase the quality of tourists rather than the mere increase of tourist numbers. The new tourism law could surely boost healthy and long-term development of the travel industry,” she said. Organized by the Association of Macao Tourist Agents; the Macau Travel Agency Association; the Travel Industry Council of Macau; and the Macao World Heritage Promotion Association; the first Macau International Travel Expo (MITE) will be held from October 11 to 13 at The Venetian Macao Cotai Expo Hall D. The expo will highlight the “tourism product supermarket” in its first inauguration, which offers discounts on various tourism products such as air tickets, hotels, SPA, vouchers and so on. According to organizers, more than 100 participants from 12 countries and 36 mainland cities will join the event. In addition, more than 300 standard booths will be provided. During the expo, 12 seminars will be held, focusing on topics such as creative designs for scenic spots, wine tours, and human resource strategies for hotel management. Copyright@Macau Daily Times

國慶黃金周將至,這是國家實施《旅遊法》的第一個長假期,市場關注新法效應。業者估計新法實施首三月,市場損失一百萬團客。無論損失客量直接導致博彩和零售收入減少,抑或令旅遊業生態和旅遊區秩序更優化,都會引發市場出現良性轉變。

去年以來,賭企中場收益增幅跑贏貴賓廳,社會上分析原因多樣,包括:內地經濟放緩影響民企,導致豪賭客萎縮;賭企調整市場策略,提高貴賓廳最低投注額,增加中場高端客;整體遊客量增加令中場投注額水漲船高。如果《旅遊法》實施直接危及賭收,說明賭收增加與客量尤其團客量息息相關,又或者,新法下旅遊澳門團費上升,分薄了賭資。倘如此,《旅遊法》的實施有助減少旅遊澳門的賭味,長遠鼓勵博企改變策略,以更多元的娛樂吸引更多遊客、逗留更長時間,希望遊客消費更多。

團客減少更大可能影響零售和餐飲消費,但考慮到團客尤其零負旅行團的零售和餐飲“一條龍服務”,影響面比較集中。畢竟仍是百萬人的消費量,雖然利潤有限,從整個供應鏈來看仍然是為數不少的損失。這部分損失除了靠自由行補充,相信只能靠產品和服務轉型來彌補,提高服務附加值、增加商品消費內容等,長遠有助優化旅遊業服務。

更讓人期待的改變,應該是旅行社和導遊服務的專業化。長時期的零負團費行業生態,旅行社和導遊注意力都放在節省成本和吸引旅客消費上;旅行社和導遊目前的收入分配制度,只能隨着旅遊業興旺水漲船高,卻不能與專業服務和優質服務,甚至旅遊產品多元化和創新創意服務直接掛鈎。新法下,團費收入有了基本保證,旅行社可以投放更多資源開拓優質業務和新業務,導遊收入制度亦有條件醞釀變革,走出長期以來的靠“買頭”、“回佣”自負盈虧的惡性循環。讓導遊收入更有保障,才有條件談深度遊、文化遊,甚至專業遊,從而吸引更多接受高等旅遊教育的年輕人入行。

從旅遊區秩序而言,遊客量減少是對通關、交通和中區人流的直接減負。訪澳遊客持續膨脹已經令社會矛盾漸趨惡化,尤其輕軌開通和新通關口岸落成,訪澳遊客有加快漲升之勢。如果短期內接駁大型旅遊項目的交通沒有顯著擴容,分流中區遊客新措施未明顯見效,自由行客無法減少,則減少團客訪澳未嘗不是好事。

消費者終究要接受新團費,但旅遊業最終亦要改變經營模式,才能適應市場新秩序。
